Delete CompositedLayerMapping::updateAfterLayout

Delete CompositedLayerMapping::updateAfterLayout

This function doesn't do much anymore and can be inlined into its one caller.
This CL also removes some unnecessary bits in the UpdateLayerPositionsFlags
bitfield.
