Port Android debugging instructions to Markdown

This CL ports the debugging instructions from the Chromium wiki
to Markdown format. The previous location for the documentation
was:
https://www.chromium.org/developers/how-tos/debugging-on-android

This is a clean port / move of the content (unless I remember incorrectly). I
have not done edits other than formatting. That means I have not done things
like verify that each of these commands work correctly.
Do you think it'd be a good idea to submit and update the wiki to link to this
page even if it is not updated?

If not, I don't know when I'll get time to look at this again, but it's of
course fine with me not to land this.
