It doesn't seem like DocumentLoader should know about provisional history items.
 If FrameLoader isn't hearing about the redirect directly in
receivedMainResourceRedirect, then maybe this name should be more about
redirects than history items.

(I'll defer to Nate, though, who's more of a Blink reviewer than I am.)
