"InQuietMode" seems a bit confusing, since we're already dealing with volume
here. how about something like SetOutputVolumePercentWithoutNotifying() or
WithoutNotifyingObservers()?

or maybe even just add a "notify_observers" bool parameter to
SetOutputVolumePercent(), if jenny's okay with it.
