Who reads the output_file? The action below depends on this but it is not
obvious to me if it actually needs this output_file. It gets target_gen_dir as
--output_dir which doesn't sound like script input.

I blindly took that over from blink. I dug a bit deeper, and, you are right, we
don't need this.
