I'm going to try to *not* dump a +1500 line patch on you this time, and am going
to try to split things out into a lot of little, incremental patches. (We'll see
how successful this is.)

As mentioned in the design doc, the clipboard and the window tree live on
different pipes, so there's a possible race condition where the drag starts but
the data hasn't shown up on the clipboard yet. This moves the clipboard into a
place that WindowTree can get access to it so that it can write to it as part of
the start drag api.
