Switch to a java exception in assertOnUiThread.

Not enough coverage for the asserts at the moment (hopefully, we will
get them back with the newer android toolchains eventually), and this
seems like an important enough one to special case.

I think this actually does have a lot of coverage on our bots because most of
them are still on KitKat. I've definitely fielded plenty of "why does this break
only on the bots" questions which are due to this so this sgtm for developers.
