SubtleNotificationView: Layout after changing text; ensure it's visible.

This is just a precaution as it doesn't seem to have any effect right
now, but not doing this has caused trouble in the past (see
crbug.com/613324).

Hi Peter: Scott suggested adding Layout() to fix any weirdness with disappearing
text (although I already worked around this issue* so I don't think this really
fixes any behavioural issues, it's The Right Thing To Do).

*The workaround doesn't need to be reverted as I think it's also The Right Thing
To Do, which is not rebuilding the UI if it's not going to change.
