MC: WIP: dispatching notifications from browser to renderer

Without the priority tracker or any specific algorithm to translate
MPL -> MC, notifications from the browser to renderers would look
like this.

This is browser -> renderer message dispatching. Similar to renderer -> browser,
it would be a bit tricky so I'm not sure this is what you want to do in V0. If
not, we need to have MC implementation described in [1] and the priority tracker
to implement browser -> renderer dispatching.

Thanks for the CL! I'm fine with landing this CL if Chris likes it.

(As I mentioned in the other thread,) the best scenario would be that MC and
PriorityTracker become available in a reasonable timeline and thus we don't need
to implement the translation from existing MPL to MCC (i.e., we don't need to
land this CL).

However, if it's not clear when MC and PriorityTracker become available, I'm
fine with landing this CL and iterate.

Chris: What do you think?

MC should be available this month (matter of weeks), so I think it's safe to
abort this CL for now. If you really want a pathway to enabling MC sooner, then
do feel free to land this.
