Rolling DEPS for third_party/ced

This CL cleans up unnecessary build configuration to facilitate
Chrome build.

You can TBR deps rolls since there's no practical way to review your hash
anyway.

It's good practice to do "git log --oneline" and paste the changes since the
last revision in the roll CL description so people know what changed when
looking for regressions.
