Set request context when restoring cached CSSImageValue resource

This patch changes the resource context type of the FetchRequest issued
in CSSImageValue::restoreCachedResourceIfNeeded from
WebURLRequest::RequestContextUnspecified to
WebURLRequest::RequestContextImage.
