Hmmm the name of this interface does not match what it does (I thought it would
detect the lifetime of ARC or something).

Can you rename it to UserData{Host,Instance}?

Also, maybe discuss this with dspaid@, but is it possible to merge it with
https://cs.chromium.org/chromium/src/components/arc/user_data/arc_user_data_s...
? They both seem to be doing mostly the same thing.
