I recommend landing this in two parts:
1. Land the recipe-side change to swarm_trigger which adds the CIPD package as a
dependency for the compile task, guarded by an "if
api.path.exists(infrabots_dir.join('assets', 'win_vulkan_sdk', 'VERSION')"
2. Land this change.

Is there no checked-in isolated hash for the Vulkan SDK?
