cc: Single fullscreen overlay validatator flag.

This CL allows the value of the flag "enable-harware-overlays" to be
"single-fullscreen."
This makes the compositor use a simple strategy that promotes a quad
to an overlay iff the underlaying buffer can be used to replace the
main framebuffer.
