There could be instances where we would want to apply a partial update but I
don't have a good use case in mind right now. I'll change it.

Are there any situations where you actually want to update an existing |pref|?
Can this be: std::unique_ptr<DictionaryValue> PrinterToPref(const Printer&
printer) ?

This should return a new dictionary.  In the case where we update an existing
record, we could save the allocation of a new dictionary but that might be a
premature optimization.
