IIRC, primiano or oystein suggested trying to fix
TraceLog::SetDisabledWhileLocked() to call OnTraceLogDisabled() before setting
mode_ = DISABLED? If that would be more complicated than just moving a few lines
of code, then it can wait for another CL.
