Hm, you could call this from NTPSnippetsService::RegisterProfilePrefs to avoid
adding another line here, but I guess that won't make sense anymore when it's
used in multiple places... WDYT?

I've though about it. I do not think that the RequestCounter has conceptually
much to do with the NTPSnippetsService. Thus, I do not like  this idea of saving
one line here.
