You might need to add another method to extension_browsertest to load a policy
extension. We have that sort of thing for component extensions, see that code
(LoadExtensionAsComponent) hopefully it's fairly straighforward.

if it becomes tricky (i.e. factoring policy loading code a bit differently to
allow it) then you can do in a follow-up, but in that case please limit this to
'trunk' not 'dev'.
