Count the SetOutputNodeVolume requests sent during the audio initialization and track them with the OutputNodeVolumeChanged signals responding from cras, do not pop up the volume bar for such signals.

After your change in cras for always sending OutputNodeVolumeChanged signal for
all set volume requests, 305b2e610ce5d023aa8cda7adee571c5da8bcc0b, it expose a
problem in my previous fix for this bug due to CrasAudioHandler set initial
volume twice during power on process, one from constructor, one after receiving
cras restarting server signal. This cl fixes the problem.
