Use unique pipe names for IPCChannelPosixTest tests

Eliminates races between IPCChannelPosixTest instances
which were all using the same named pipe path to establish
an IPC channel.

This was a fun encounter. I wasted a lot of time thinking a test I was adding
was broken.

It turns out you can add any test at all: simply increasing the number of
ipc_tests by one exposes this race reliably. Must have something to do with how
the test launcher distributes test processes vs the relative spacing of tests
which establish a named pipe.
