We should just add these to keyframe-utils.js gKeyframeSequenceTests. I don't
think they're exactly covered by the existing test cases there (2 and 3
keyframes with unset offsets).
This is probably easiest done by directly editing the WPT file, feel free to
make a pull request or edit the imported one in Blink and we'll handle the
Githubs for you.

Having looked over this, I think we should submit this as-is (after fixing the
one nit below), and I'll translate it into a change to keyframe-utils.js as Alan
suggests when I make the upstreaming pull request.
