Reason for revert:
A number of related tests have started failing (see https://bugs.chromium.org/p/chromium/issues/detail?id=627038)

Original issue's description:

CQ run can only be started by full committers or once the patch has

Even if an L-G-T-M may have been provided, it was from a non-committer,
_not_ a full super star committer.
