Improve PolicyUrlFilteringTest to correctly wait for onReceivedError()

The test PolicyUrlFilteringTest#testBlacklistedUrl is sometimes failing
because it is expecting an onReceivedError callback. A potential reason
for this failure could be that the test is not correctly waiting for the
callback to be called.
