Remove prefixed imageSmoothingEnabled

Based on the Intent to Remove thread here

the prefixed imageSmoothingEnabled attribute is removed
after M54.

It's time to completely remove the prefixed imageSmoothingEnabled. Shall we keep
the user counter for the Unprefixed version in histograms?

You need to first send an intent to remove to blink-dev and get the required
LGTMs there.

Do not forget to update the feature dashboard to notify devs of the removal.

As our discussion just now, "Intent to Remove" letter to blink-dev is not needed
because in this "Intent to Deprecate" letter
(https://groups.google.com/a/chromium.org/forum/#!msg/blink-dev/Ud3cV1mj35s/Ss...)
it says "No need to request approval to remove, let it be deprecated for at
least
one release".

Chrome feature dashboard only contains the unprefixed imageSmoothingEnabled and
no prefixed version. So probably no need to change that as well.

Sounds reasonable, let's just add an API owner to the review.
