Use enclosingIntRect for the cull rect of DrawingDisplayItems.

Pixel-snapping may change the bounds of the painted object, which affects the
"tightest" cull rect possible. Expanding to the enclosing int rect is safe and
still performant.

The referenced layout test fails with the --disable-cached-picture-raster flag,
because that
causes the early-reject logic in cc::DrawingDisplayItem::Raster to trigger
incorrectly due
to a non-pixel-snapped (and non-enclosing-int-rect) cull rect.
