why do you add the flag here?

I thought the flag should be persistent, even on restart, but maybe I
misunderstood what this is doing ? Or maybe you think this is
unnecessary/unwanted for some reason ?

This forwards the flag if present to the renderer process for incognito sessions
so that they behave the same way as logged in sessions on ChromeOS. See the
comment below about keeping flags in sync between here and renderer process host
impl. The same applies to this flag (maybe that comment should move up and be
reworded)
