This roll broke Chromium build for non ia32/x64 arches.

Issue is caused by https://chromium-review.googlesource.com/#/c/351753/, where
loadimage_sse2.cpp was added to source list without any condition.

The reason for reverting is: Broke ARM chrome compile on chromeos:
