[SPv2] Add unit test for foreign layers in layer list path.

This already works, but this CL adds unit test coverage for it by cloning the
unit test for the non-layer-list path.

It's rough, because this one isn't that long, and nearly all of them have
expectation differences interspersed. I'd kinda prefer to just leave this as-is;
makes it easier to remove the non-layer-list path when we're ready.
