Add DisableCompositingQueryAsserts to FrameView::useSlowRepaints

Add DisableCompositingQueryAsserts to FrameView::useSlowRepaints

Android build hits this assertion all the time, rendering debug build useless.

This disabler isn't entirely correct, but assuming blitting-based scrolling
won't last long, it should be okay with a FIXME.

For the Android bug the code path is hidden behind
ENABLE(FAST_MOBILE_SCROLLING). For the other code path it is from
RenderWidget::paintContents() which is okay because it's during the paint phase.
I can't think of a good way to synthesize this.

FYI, there was a failed attempt to kill ENABLE(FAST_MOBILE_SCROLLING). It is sad
that there are so many things we can remove to make this FIXME go away. :/
