I once met an Icelandic man at a cafe in Reykjavík. After asking my friends and
I about our trip (and if we had waited in too many lines at the music festival
we had attended), he grabbed his coat and started to leave. Before he walked
outside he turned around, gleefully produced a stickered króna* and exclaimed
"don't forget your free money!"

This CL will drastically reduce our device load and our capacity requirements in
the future. Don't forget your free money.

I fail to see how this reduces our device load or our capacity requirements, or
how it gives us free money. Something around build idempotency?

many targets.

The reason for reverting is: Speculative revert to see if this fixes
