I need to take a pass over the APIs to make sure everything looks good and I
need to post something on pepper-dev, but teravest: I wanted to run the IDL and
header stuff by you, because I can't remember if this is what we agreed to :). I
*think* it is.

The IDL changes look fine. As we discussed offline, you'll want to remove those
interfaces from interfaces_ppb_public_dev_channel; that's probably causing your
test failures.
