Remove obsolete tag on PageLoadMetricsClients.Reload for a while

The metric was replaced with LoadType.Reload from m53, but it should be
available on the UMA dashboard until the m53 goes to stable channel.

Ilya, can you take a look this?

These metrics were marked as obsolete, but it's still needed on the dashboard
until the new metrics go to stable.
I notice this problem on looking field study results.

LGTM.  Please remember to revert this CL after M53 goes to stable.  For future
reference, I am currently working on a dashboard UI refresh which will, among
other things, allow users to still view obsolete histograms on the variations
dashboard.  Once that's implemented, this sort of CL will no longer be needed =)
