This still does not mean that behavior is in sync with the InfoBar. The InfoBar
ignores the "IsTooOftenDenied" property.

I've updated the CL description to reflect that. 

LGTM if that is the desired outcome, but if you actually want to sync both
behaviors, it's a bit more work.
