Maybe we should use Member<HTMLMediaElement> again in AutoplayUmaHelper if it
doesn't cause leaks.
There are too many "m_element->" now and check every time is annoying.

It's really in the spirit of not leaking chrome/ behaviour into Blink and not
making assumptions. If a user has disabled autoplay then toggle Data Saver, the
order in which we record would matter.
