Add target_arch=arm64 support.

Add target_arch=arm64 support.

Currently only adding jsimd_none.c to get things building.

Xianzhu: I can't seem to get the "git svn init" configuration right for this
repo in order to dcommit this.  Could you let me know the correct config, or
commit it manually your self if that is easier?

We are looking into pulling this in however there seems to be a bug which is
causing rendering artifacts (see crbug.com/356100 #13 onwards).
