Description

Set overflowControlsHost layer bounds. This sets these previously unused bounds to viewport size including non-overlay scrollbars, which is useful information that's difficult to reliably compute from CC otherwise. This information is used in https://codereview.chromium.org/21091004/ BUG=263172
