Remove Runtime ShadowDOM flag.

Remove Runtime ShadowDOM flag.

This patch also cleans up CSSSelector so that it doesn't use ShadowDOM flag.
Runtime ShadowDOM flag was already set to true at r169201. This change shouldn't have any effects.
