Add browser_test_runner flag for debugging shards' test distributions.

Will be useful for experimentation with more sharding algorithms.

Tried this on your suggestion, but it looks painful. Configuring logging for
this harness so that it emits debug-level logging causes a lot of spew we don't
want. Leaving this for now.
