I think we'll probably want to skip the backgrounds tests in
W3CImportExpectations (and not import them), because I don't think we have an
owner for those. AFAICT, they were missing from that file only because that
directory didn't use to exist.

For writing-modes, this is up to kojii as I assume he'd be the owner
