HitReport URL would require any CSD side of change.

I'm wondering if we want to remove the UMA bit from the reports.  The only
reason not to would be if we want to compare populations.  Like, if we see
counts of warnings from UMA stats, and then compare to counts from these reports
(which are only SBER), they'll be different.  I can't say exactly how this bit
would be useful, but it might be.  WDYT?
