file should be in a windows_helper namespace.

Incidentally it's funny when people add helper/util classes, there seems to be a
50/50 chance they either decide to call it "util" or "helper". Or "utils", or
"helpers".

FYI just "util" is the more common in Chrome.

just based it off the most recent file i saw added, id_mapping_helper in
signedin_devices api, hah. i like utils though, we'll go with that.
