can we put some single ~=high traffic master (e.g. chromium.fyi) on sqlite and
let it spin for a few days to make sure everything is alright before switching
all of them?

Yeah definitely a good idea.

This CL doesn't change anything, it just allows masters to be changed over using
the script in https://codereview.chromium.org/2096593002/.  I'll run that script
carefully, one master at a time.
