We don't want ui/gfx to depend upon content.

Okay! Can you please tell me where you want this logic to live? The only
alternative I see is for the logic to live in content, e.g. by making a new
method on WebContentsView called ResizeView (which will only be used by the
embedder to resize the view, whereas SizeContents will remain a hack, and only
be used by the content module.
