Move 'buildbot.tac' and 'buildbot' files to a common directory.

Move 'buildbot.tac' and 'buildbot' files to a common directory.

Currently these exact same files (with variations in the year in the copyright
header) are needlessly duplicated in each master directory.

Also:
- Simplify the upgrade/bootstrap makefile rules.
- When bootstrapping a master (creating the db), don't replace files in
  public_html that already exist.  Don't create .new files, and stop
  .gitignoring these.
- Remove state-template.txt - this schema is created automatically by buildbot,
  it doesn't need to be in a separate file.
- Remove make_manhole.py - anyone using this should think deeply about their
  life choices.
