You are two primary stakeholders of luci/gae and I'd like to make swarming
builders non-experimental.

Do I have the data to prove that swarming builds WAI? Not much, because there
there was no CLs in luci/gae since I've created the builders. However, I still
believe it is safe it is a safe change because
- luci/gae builds are similar to luci/luci-go and luci-go builders are
non-experimental
- builds for this patch ran all go tests and WAI
