Overall, this lgtm, but if root_layer is really only used in tests, could it be
somehow decorated as such? Perhaps with a _for_testing suffix or doing something
like the LayerImplTestProperties but for the LayerTreeImpl?

Yes, I plan to do that in a follow-up after deleting
LTI::SetRootLayerFromLayerList.
