Enable gn release builds of remoting_client_plugin_newlib

Windows gn debug builds of remoting_client_plugin_newlib OOM the 32-bit
arm-nacl-ld.gold.exe. However we only need to build these in release
builds.

A simple way to enable remoting_client_plugin_newlib is to do it just for
release builds.

If this isn't okay then we need to enable largeaddressaware for
arm-nacl-ld.gold.exe - see the last couple of comments on the bug for details.
