Prepare switch from a64 to arm64

As a minimum for the waterfall to work, you'll need to change also a64->arm64
(or keep both) in the .status files. Not important for the waterfall but nice to
have would also be the main Makefile.

see my change in to run-tests.py. For now, I just map arm64 to a64.
