Flip Win GPU, Angle builders to GN.

Now that most of the Win builders are using GN instead of GYP
these should be, too.

We haven't started flipping any of the Mac builders yet, as we're still fixing
the last couple issues.

Depending on what you're asking for (i.e., always use the same config for these
two builders),
either you can't currently do that in MB, or we'll get there once we get rid of
the gyp/gn split.

If you had the same config name for both  builders, then changing the config ->
mixin mapping
happens in one place. However, today the builders have two different config
names, and there's
no way to easily say "make sure this builder always has the same config as that
builder".

Just as a heads up, I tried compiling gles2_conform_test locally with GN on
Widows and got a spew of warnings. In process of pre-emptively suppressing
those.
