Cause of test failures: DEFINE_STATIC_LOCAL() called from
SCOPED_BLINK_UMA_HISTOGRAM_TIMER() defines a static variable on the main thread,
but performTaskOnWorkerThread() and performDebuggerTaskOnWorkerThread() are
called on the worker thread. This results in a thread check failure on
DEFINE_STATIC_LOCAL().
